Most sites cannot account for their water. Intake is metered, discharge is metered, and the difference is attributed to evaporation and process consumption without anyone having measured either.
We meter or estimate every stream, close the balance, and quantify what is genuinely unaccounted. The gap is usually leakage, unmetered consumption or a return that was assumed rather than verified. This study is the prerequisite for any reuse or ZLD scheme, because a recovery target set against an unclosed balance is a number without meaning.
